RECOMMENDATION
Recommend Council approve Agreement for Contract Services between the City of Fresno (City) and Kingsview Corporation, a California Corporation (Contractor) for homeless outreach and assessment services under the Homeless Emergency Aid Program (HEAP) in the amount of $671,947 effective August 1, 2019 through January 31, 2021.
EXECUTIVE SUMMARY
The City is seeking to award a contract for homeless outreach services in conjunction with the City's five HEAP Homeless Services Contracts and in coordination with the community's homeless services provider network. One qualified contracting organization responded to the RFP and was evaluated by a qualified panel. Based on this RFP process, staff recommends Kingsview Corporation for a two-year agreement in the amount of $671,947.
BACKGROUND
On March 14, 2019, City Council approved a Revised Spending Plan for City HEAP funds in the amount of $3,105,519, awarded by the State of California Coordinating and Financing Council to the City of Fresno December 20, 2018.
This spending plan (see Attachment A) includes funding for five (5) homeless services projects, among them this contract for Homeless Outreach and Assessment Services.
Responsibilities of the HEAP Homeless Outreach and Assessment Services Contractor will include: 1.)
