Staff recommends Council approve the award of a purchase contract to Fresno Truck Center of Fresno, California, for the purchase of two Freightliner M2 106 cab and chassis trucks in the amount of $187,551.

 

EXECUTIVE SUMMARY

 

The Department of Public Works, Street Maintenance Division is requesting approval to purchase two Freightliner M2 106 cab and chassis trucks in the amount of $187,551. The new trucks will be used to transport equipment and personnel to jobsites for the construction of curbs, gutters, and sidewalks. The new trucks will be purchased as additions to the fleet through the approved competitive bidding procurement process and will be funded by the approved FY2019 adopted budget.

 

BACKGROUND

 

The Department of Public Works, Street Maintenance Division provides service to the residents of Fresno through the construction and maintenance of roadways. This work is performed with backhoes for demolition, paving equipment to lay asphalt, and concrete finishing trucks to build curbs, gutters, and sidewalks. The current concrete finishing trucks are built with a 16 foot bed designed to transport lumber for concrete forms, as well as leveling and finishing tools used in the construction process.

 

The new concrete finishing trucks will be built with bodies similar to the existing specification, mounted on Freightliner M2 106 chassis compliant with the latest clean emissions standards. The M2 106 is designed with a 55 degree wheel cut angle producing a sharp turning radius for increased maneuverability in tight neighborhoods. As these trucks will have long wheelbases, this high wheel cut angle increases the operator’s ability to get in and out of areas efficiently. Further refinements from the original truck include a lower overall height, more space between the steering wheel and seat, and wider opening doors for ease of egress. These improvements in design create a truck that is more ergonomic, efficient, and safer to operate.

 

The new concrete finisher trucks will be purchased as additions to the fleet, approved in the adopted FY2019 budget. These trucks will serve the needs of the new SB1 Gas Tax funded concrete crews to complete new and future projects. The Department of Transportation, Municipal Fleet Division recommends this purchase based on the needs of the division.

 

Competitive bids were solicited for the two Freightliner M2 106 trucks on May 7, 2019. Two bids were received and reviewed. Fresno Truck Center of Fresno, California was determined to be the lowest responsive and responsible bidder in the amount of $187,551. This price includes delivery and sales tax at 7.975 percent. On July 15, 2019, a hearing, at the request of Gibbs International, was held in protest to staff determination. On July 31, 2019, Hearing Officer Michael Flores made a recommendation to the City Manager to uphold the staff determination to recommend the award of a purchase contract to Fresno Truck Center as the lowest responsive and responsible bidder. The City Attorney has reviewed and approved to form.

 

ENVIRONMENTAL FINDING

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference is applicable to this award, and Fresno Truck Center is a local business pursuant to FMC 4-108.

 

FISCAL IMPACT

 

No general funds will be used to purchase these items. The funding to cover the purchase cost of the two Freightliner M2 106 trucks has been included in the FY19 adopted budget under the operations of the Street Maintenance Division. The source of funding for this project is SB1 and PROP 111 Gas Tax.
