RECOMMENDATIONS
Staff recommends approval of an agreement for Professional Engineering Services with Kittelson & Associates, Inc., for $199,905 for the Systemic Safety Analysis Report Program to evaluate the roadway networks within the City of Fresno and to allow the Public Works Director or designee to sign the agreement on the City’s behalf.
EXECUTIVE SUMMARY
The roadway network in the City of Fresno is in need of a systemic safety analysis. This analysis is a proactive safety approach that reviews crash history, identifies high risk roadway characteristics and prioritizes countermeasures across the system. The City of Fresno applied for and awarded a State of California grant in the amount of $225,000 to fund the development of a Systemic Safety Analysis Report Program. The subject consultant agreement will facilitate the research and analysis necessary to complete the project.
BACKGROUND
The City of Fresno Public Works Department has identified a need for systemic analysis of the roadway network within the City. On March 17, 2016 the Council of the City of Fresno approved Resolution No. 2016-281 authorizing the submission of an application for grant funds from the California Department of Transportation 2016 Systemic Safety Analysis Report Program Call for Applications. On November 21, 2017 the Public Works Department of the City of Fresno submitted a request for funding allocation for the Systemic Safety Analysis Report Program. The intent of the program is to assist local agencies in performing collision analysis, identifying safety issues on their roadway network and developing a list of systemic, low-cost countermeasures that can be used to prepare future Highway Safety Improvement Program grants and other safety program applications.
In accordance with Administrative Order 6-19, staff sent out requests for Statements of Qualifications in March of 2019 via the City’s website. Six Statements of Qualifications were received and staff selected and interviewed three qualified respondents in May of 2019. Kittelson & Associates, Inc., was determined to be the most qualified and submitted an acceptable proposal for the preparation of the Systemic Safety Analysis Report Program. The City of Fresno has established a Disadvantaged Business Enterprise (DBE) Goal of thirty-one percent for this project. To meet this goal Kittelson & Associates has selected JLB Traffic Engineering, Inc., for transportation, planning and engineering services.
Staff is requesting the approval of the agreement with Kittelson & Associates, Inc., of Portland, OR for $199,905 for the research, analysis and preparation of the Systemic Safety Analysis Report Program, and authorize the Public Works Director or designee to sign and execute the contract, approved as to form by the City Attorney’s Office, on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project as defined by CEQA.
LOCAL PREFERENCE
Local preference was not implemented because of conditions of the state grant.
FISCAL IMPACT
The project will not impact the General Fund. Project costs are primarily funded, ninety percent, by the state grant funds from the Systemic Safety Analysis Report Program with a local match of ten percent from local Measure C funds. The funds for this contract are included in the Council adopted current fiscal year capital budget.
