RECOMMENDATION

 

Recommend Council approve three agreements for homeless family services between the City of Fresno (City) and Saint Agnes Medical Center, Marjaree Mason Center, and Poverello House, (Contractors) for homeless family services under the Homeless Emergency Aid Program (HEAP) for total amount of $314,243.00 effective September 1, 2019 through June 30, 2021.

 

EXECUTIVE SUMMARY

 

The City of Fresno is seeking to award contracts for homeless family services to include coordinated diversion, connection to community resources, housing placement, health stabilization and other services designed to address homelessness in families in the City (Homeless Family Services).  Three organizations responded to the RFP and were evaluated by a qualified panel.  Based on this RFP process, staff recommends Saint Agnes Medical Center, Marjaree Mason Center, and Poverello House for two-year agreements in the total amount of $314,243.00.

 

BACKGROUND

 

On March 14, 2019, City Council approved a Revised Spending Plan for City of Fresno’s HEAP funds in the amount of $3,105,519.00 in HEAP Funding awarded by the State of California Coordinating and Financing Council to the City of Fresno December 20, 2018.

 

This spending plan (see Attachment A) includes funding for five (5) homeless services project categories including these contracts for homeless family services.   

 

Responsibilities of HEAP Homeless Family Services Contractors will include: 1.) Providing case management and navigation services to families experiencing homelessness or who are at imminent risk of homelessness; 2.) Stabilizing families in their current housing or linking families  to shelter or housing as soon as possible upon client entry, continuing through the length of the program without preconditions or barriers; 3.) Providing services as part of a continuum of services communitywide; 4.) Providing intensive housing-focused services to set families on the path to attaining permanent housing; 5.) Offering services to those prioritized through the Coordinated Entry System.

 

A Notice of Funding Availability was put out to bid as required by the City’s procurement process, providing potential contractors the opportunity to present proposals.  Three proposals were received. A Selection Committee was created and comprised of representatives from the Fresno Housing Authority/Homeless Services Division, Fresno EOC Housing/Shelter Division, the HERO Homeless Street Outreach Team and the Fresno/Madera Continuum of Care, Focus Strategies/HEAP Program Management Services Team, Mayor’s Office, and the City’s Finance Department/Purchasing Unit, which met to discuss and review the proposals Tuesday, July 16, 2019.  The committee members evaluated the proposers on the ability to meet the stated service requirements, cost associated with providing services, past performance and experience, conformance to the terms and conditions of the RFP, and other related information provided by proposers.  The Committee affirmed all three proposers as qualified vendors presenting the highest value with experienced and qualified teams. 

 

City Attorney has reviewed and approved as to form Exhibits A, B, C and D (see attached).

 

ENVIRONMENTAL FINDINGS

 

This item is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not implemented because of state funding.

 

FISCAL IMPACT

 

There is no increase in net City cost associated with the recommended action. There is no matching contribution requirement for these funds. 

 

Funds will be available for homeless services through June 30, 2021.
