RECOMMENDATION

It is recommended that Council authorize the City Manager or her designee, and the Chief of Police or his designee, to enter into a two-year agreement with the 21st District Agricultural Association for $696,762.10 to provide police services at the Fresno District Fair.

EXECUTIVE SUMMARY

The 21st District Agricultural Association has requested to contract with the City of Fresno to provide police and law enforcement services for two years at the Fresno District Fair, beginning 2019 through 2020.

BACKGROUND

As done in past years, policing and related law enforcement services will be provided in areas at the fairgrounds that have been mutually agreed upon by Fair Management and Fresno Police Department personnel.

This agreement calls for 6,214 hours of law enforcement services in 2019, totaling $362,437.52 for a 13 day fair. This agreement calls for 5,728 hours of law enforcement services for a 12 day run of the fair in 2020, totaling $334,324.58. The amounts have been calculated to cover the direct costs incurred by the Police Department for services provided to the Fresno District Fair beginning in 2019 through 2020. One hundred contingency hours, totaling $5,852.00 in 2019 and $5,852.00 in 2020 have been built into this agreement. These contingency funds have been established to protect the Fresno District Fair and the Police Department in the event additional police services are required.
