RECOMMENDATION

Staff recommends Council reject all bids received July 30, 2019, for the FAX Shaw Avenue Traffic Signal Priority (TSP), Intersection Installation Equipment Project and direct Staff to rebid the project.

EXECUTIVE SUMMARY

The Shaw Avenue TSP Intersection Installation Equipment Project will improve bus service and schedule adherence along the Shaw Avenue corridor between Willow Avenue and Polk Avenue. On July 30, 2019, a single bid was received in response to the solicitation. Staff reviewed the bid and determined the sole bidder to be non-responsive.

BACKGROUND

The Shaw Avenue TSP Intersection Installation Equipment Project will improve bus service and schedule adherence along the Shaw Avenue corridor between Willow Avenue and Polk Avenue. The TSP technology will give preferential treatment to buses that are running behind schedule. This will be achieved by creating a longer/shorter green light at the intersection improving the buses ability maintain and achieve schedule adherence.

On June 13, 2019, Council approved the material purchase of TSP technology along the Shaw Avenue corridor. A Notice Inviting Bids was published in the Fresno Business Journal on June 28, 2019, posted on the City website, and faxed to ten building exchanges. The specifications were distributed to 41 prospective bidders. One sealed bid proposal was received and opened in a public bid opening on July 30, 2019. The sole bidder was deemed non-responsive to the requirements of the solicitation.
