RECOMMENDATION

 

Staff recommends approval of an agreement with Quad Knopf Inc., dba QK in the amount of $62,600 plus a contingency of $6,300 for the design and preparation of construction documents for the Fink-White Park Splash Pad Project and authorizes the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

Fink-White Park is located on the northeast corner of Trinity Street and Whitesbridge Avenue in Southwest Fresno.  The park currently has an existing learner type pool and wading pool.  The adopted FY2020 budget includes funding to remove the existing learner pool and replace it with a splash pad attraction, in order to better provide for the needs of the community. Staff recommends approval of a contract with Quad Knopf Inc., to develop plans and bid documents for a splash pad at Fink-White Park. 

 

BACKGROUND

 

Fink-White Park is located on the northeast corner of Trinity Street and Whitesbridge Avenue. The existing learner pool and wading pool are in need of replacement, and funding has been approved in the FY2020 budget to replace them with a splash pad at the park. The next step for the project is to develop plans and bid documents for the removal of the existing wading pool and replace it with a splash pad type attraction which will better suit the community in the summer months. 

 

The splash pad will include a main themed feature, a domed or dumping feature, sprays, arches and other miscellaneous features.  The splash pad area shall also include observer seating and outdoor showers as required by the County of Fresno Health Department.

 

On September 6, 2017, staff published a Request for Qualifications inviting consultants to submit for services on an “as needed” or “on call” basis for Facilities Management Divisions Projects.  Quad Knopf (QK) was selected as an “as needed” or “on call” Civil Engineering Firm for a three year term. 

 

Staff is recommending that the City Council approve an agreement with Quad Knopf Inc. of Clovis California in the amount of $62,600 with a contingency of $6,300 for the design of plans, cost estimates, general construction documents, bidding assistance and contract administration for the Fink-White Splash Pad Project and allow the Public Works Director or designee to sign on behalf of the City.  This agreement has been approved as to form by the City Attorney’s Office.

 

ENVIRONMENTAL FINDINGS

 

This is not a project as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines § 15378. 

 

LOCAL PREFERENCE

 

Local preference was not implemented.  QK is a local business.

 

FISCAL IMPACT

 

This project is funded by Community Development Block Grant (CDBG) funds, and this project has been approved as part of the FY2020 budget.
