RECOMMENDATION

 

Staff recommends approval of a two-year cooperative purchase requirements contract for the purchase of RC Cationic Polymer from SNF Polydyne, Inc., through the City of Livermore contract, in the amount of $1,830,000 per year, not to exceed $3,660,000, for use at the City of Fresno, RWRF, and authorize the Director of Public Utilities, or designee, to execute the contract.

 

EXECUTIVE SUMMARY

 

On September 19, 2019, the Council rejected all bids for the purchase of RC Cationic Polymer, due to the bids being obtained through the Request for Proposal (RFP) process. The RWRF had used the Request for Proposal process in past purchases but was advised by City Attorneys’ Office to rebid the contract using a Product Requirements Contract or secure a cooperative purchase requirements contract. The RWRF found a comparable cooperative purchase requirements contract for RC Cationic Polymer with the City of Livermore, California, whose vendor is SNF Polydyne, Inc.: Piggyback Contract Proposal for the Purchase of Liquid Cationic Polymer RE: City of Livermore - Request for Bid #4214.

 

BACKGROUND

 

The City’s RWRF is a 24 hours per day, 7 days per week operation reclaiming wastewater for beneficial use for the City of Fresno and the surrounding areas. The RWRF currently accepts and processes approximately 58 million gallons of wastewater daily. Cationic Polymer is a thickening chemical used in the processing of wastewater biosolids. It decreases the percentage of liquid in the biosolids which, in turn, makes the disposal of the biosolids less costly to the City.  Staff believes it is in the best interest of the City to contract for the purchase of RC Cationic Polymer from SNF Polydyne, Inc., using a cooperative purchase requirements contract which originated from the City of Livermore. Appropriations for this Project are included in the Wastewater Management Division’s Operating Budget.

 

City Attorney has reviewed and approved to form.

 

ENVIRONMENTAL FINDINGS

 

This is not a project for the purposes of CEQA pursuant to CEQA guidelines section 1578(b)(5), as it is an administrative action that will not result in direct or indirect changes to the environment.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item is purchased through another governmental agency who competitively bid the contract.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  The Project is located in Council District 3.  Appropriations for this Project are included in the Fiscal Year 2020 Wastewater Management Division’s Operating Budget, and future purchases will be included in future fiscal year budgets.
