RESOLUTION - To authorize submittal of application(s) for CalRecycle grants related to code enforcement, and authorize the City Attorney to sign on behalf of the City

RECOMMENDATION

Staff recommends that Council adopt the attached resolution authorizing application for and acceptance of the California Department of Resources Recycling and Recovery (CalRecycle) Local Government Waste Tire Enforcement, Waste Tire Cleanup, and Waste Tire Amnesty Grant funds, and designating the City Attorney or designee thereof to sign grant program documents on behalf of the City of Fresno subsequent to Council appropriation of funds. The Council passed the prior authorization on April 25, 2018, but the State of California requires a new authorizing resolution for the programs due to the transfer of Code Enforcement to the City Attorney's Office.

EXECUTIVE SUMMARY

The Code Enforcement Division of the City Attorney's Office is proposing to apply for the Waste Tire Enforcement, Waste Tire Cleanup, and Waste Tire Amnesty grants, sponsored by the Department of Resources Recycling and Recovery (CalRecycle). The Waste Tire Enforcement Grant will be used by Code Enforcement to continue the Waste Tire Enforcement Program which monitors and regulates tire facilities in the City limits. Funds for the grant will also continue to be used to investigate dumping activities which involve waste tires. The Cleanup Grant will be used to remove waste tires that are illegally dumped along roads, alleys, and other public rights-of-way.
