RECOMMENDATION

Staff recommends Council approve the Second Amendment to the Agreement between the City of Fresno and FSU, extending the term of the agreement to provide transit services for FSU students, faculty, and staff on FAX fixed-route buses until October 31, 2020, and authorize the Director of Transportation or designee to execute the Second Amendment.

EXECUTIVE SUMMARY

The Second Amendment would extend the term of the City agreement with FSU for an additional year beyond the extension approved with the First Amendment. Under this agreement, FSU-issued magnetic strip identification cards can be used by FSU students, faculty, and staff at the FAX bus farebox for payment. FAX bills the agency monthly for all rides provided at a rate of $1.10 per ride. This rate is equivalent to a 12 percent discount off the regular fare and is the same cost as buying bulk tickets.

BACKGROUND

In 2013, FAX installed SPX Genfare Odyssey Fareboxes capable of accepting various new fare media, including magnetic strip cards, which are used on various ID cards. The original demonstration project for this technology was with FSU in 2014. The project was a success and was rolled out to State Center Community College District in 2017 allowing students, faculty and staff from Fresno City College and Clovis Community College, in addition to FSU, to swipe their ID cards at the farebox for payment.
