RECOMMENDATION

Authorize a lease-purchase agreement between the Fresno Fire Department and Smeal Manufacturing utilizing a Cooperative Purchasing Agreement (CPA) to acquire one aerial ladder truck as part of the department's eight-year apparatus replacement program.

EXECUTIVE SUMMARY

On October 11, 2018 City Council approved a request by the Fire Department to enter into an agreement with Smeal Manufacturing to lease purchase three fire engines utilizing a formal bid conducted by the City of Charlotte, NC. Within that same contract, the City of Charlotte also purchased five aerial ladder trucks. The trucks purchased in that contract are comparable to the fire base truck needed by the City of Fresno. Both the City of Charlotte and Smeal Manufacturing allow other public agencies to use their contract terms under the Cooperative Purchasing Program. The contract remains in effect through November 14, 2019.

The department seeks approval to utilize the same contract for the lease purchase its Aerial Ladder Truck as part of the approved eight-year apparatus replacement plan.

BACKGROUND

Under a CPA, a public agency conducts a formal competitive bid and awards the contract to the lowest qualified bidder. That agency may then authorize other government agencies wishing to purchase the same equipment to utilize their competitive bid and contract terms.
