RECOMMENDATIONS

 

Staff recommends that City Council award a consultant service agreement to Provost & Pritchard Consulting Group, in the amount of not to exceed $63,500, including a contingency of $10,000, for professional engineering services pertaining to the design of 2,700 linear feet of 16-inch water main for the Water Replacement Project in North Armstrong Avenue between East Kings Canyon Road and East Butler Avenue (Project) and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Water Division, seeks to award a consultant service agreement to Provost & Pritchard Consulting Group, in the amount of not to exceed $63,500, including a contingency of $10,000, for professional engineering services to design the Project.  The scope of work includes providing design services for the construction of a replacement pipeline that is exhibiting failures.  The existing 2,700 linear feet of 14-inch water main will be replaced with a 16-inch water main including fire hydrants, valves, and water service transfers.  The project is located in North Armstrong Avenue between East Kings Canyon Road and East Butler Avenue.

 

BACKGROUND

 

The Department of Public Utilities, Water Division has identified 2,700 linear feet of existing 14-inch water main located in North Armstrong Avenue between East Kings Canyon Road and East Butler Avenue that is experiencing unexpected failures and needs to be replaced.  The scope of work includes design of the replacement 16-inch water main with associated valves, fire hydrants, and water service transfers.  Replacement of this main will prevent further expensive failures from occurring along this alignment.

 

The consultant was selected through an existing list of on-call design engineers as established through Request for Qualifications for Water Distribution, Sewer Collection, and Wellhead Treatment Design and Construction Support Services, established on October of 2016.  The received Statements of Qualifications were reviewed by a selection committee and four firms were selected to provide on-call design services.  Provost & Pritchard Consulting Group was determined to be one of the four selected consultant firms. 

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract is not a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local Preference was not implemented, but Provost & Pritchard Consulting Group is a local business pursuant to the Fresno Municipal Code Section 4-108(d).

 

FISCAL IMPACT

 

There is no impact to the General Fund.  This Project is located in Council District 5 and Fresno County.  Funding for this Project is included in the Fiscal Year 2020 capital improvement budget within the Water Division’s Enterprise Fund 40101.
