RECOMMENDATIONS

 

Staff recommends that City Council award a Consultant Services Agreement to Blair, Church & Flynn Consulting Engineers, in the amount of not to exceed $220,150, including a contingency of $20,000, for professional engineering services to design the North Avenue 66-inch diameter sewer trunk main (Project) and authorize the Director of Public Utilities, or designee, to sign the agreement on the behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities (DPU), Wastewater Management Division, is seeking to award a Consultant Services Agreement for professional engineering services to Blair, Church & Flynn Consulting Engineers, in the amount of not to exceed $220,150, including a contingency of $20,000, to design the Project.  Structural deterioration of the existing 57-inch diameter trunk main requires 4,298 linear feet of replacement sewer trunk main to be constructed along North Avenue between Orange Avenue and Golden State Boulevard.  Video inspection found the condition of this section of sewer trunk main to be structurally deficient and unable to support rehabilitation.  This section of the sewer main must be constructed to replace the deteriorated existing sewer pipe caused by hydrogen sulfide gas corrosion and to relieve the conveyance stress in this trunk main system.

 

BACKGROUND

 

The existing sewer trunk main in North Avenue conveys an average of 11.5 million gallons of wastewater per day to the Fresno/Clovis Regional Wastewater Reclamation Facility.  Previously, a segment of the trunk main from east of the Golden State Boulevard to Maple Avenue experienced a localized structural collapse.  As a result of the collapse, additional video inspection of the sewer trunk main was performed by DPU Wastewater Collection System Division. The inspection found 4,298 linear feet of the existing 57-inch diameter sewer trunk main, adjacent to and west of the previously identified collapsed segment, is also structurally deficient with complete deterioration of the pipe crown and as such is unable to support rehabilitation.

 

The Department plans to address the additionally identified structurally deficient sewer trunk main, between Orange Avenue and Golden State Boulevard, with a second project. Design services for the first project, the section with the collapsed pipe, was previously awarded by City Council on June 27, 2019, to Carollo Engineering, Inc. 

 

DPU staff recommends construction of a new 66-inch diameter sewer trunk main, parallel to the existing 57-inch diameter sewer trunk main, from Orange Avenue to Golden State Boulevard. 

                     

The Statewide General Waste Discharge Regulations Order No. 2006-0003-DWQ (c), requires rehabilitation and replacement of sewer pipes that are at risk of collapse or prone to more frequent blockages due to pipe defects.  The severity of the condition of the North Avenue sewer trunk main calls for its immediate replacement. 

 

The consultant was selected through an existing list of on-call design engineers as established through Request for Qualifications for Water Distribution, Sewer Collection, and Wellhead Treatment Design and Construction Support Services, established on October of 2016.  The received Statements of Qualifications were reviewed by a selection committee and four firms were selected to provide on-call design services.  Blair, Church & Flynn Consulting Engineers was determined to be one of the four selected consultant firms.  The four qualified firms were asked to submit a level of effort and scope of services.  Staff negotiated a professional engineering services fee of not to exceed $220,150, including a contingency of $20,000.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract is not a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local Preference was not implemented because Blair, Church & Flynn Consulting Engineers is a local business pursuant to the Fresno Municipal Code Section 4-109(b).

 

FISCAL IMPACT

 

Approval of this Consultant Services Agreement will not impact the General Fund.  The Project is located in Council District 3 and County of Fresno.  Funding for this Project is included in the Fiscal Year 2020 capital improvement budget within the Wastewater Division’s Sewer Enterprise Fund 40501.
