RECOMMENDATION

 

Mayor Lee Brand recommends Council adopt the Annual Appropriation Resolution to appropriate $25,000.00 from the Fiscal Year 2018-2019 Budget Carryover for the City of Fresno to be a Champion Sponsor of the Hmong Cultural New Year Celebration.

 

EXECUTIVE SUMMARY

 

The Hmong Cultural New Year Celebration is the largest Hmong-American community event in the United States and the world, attracting more than 120,000 people.  This year’s celebration carries with it the opportunity to help the entire community heal from the recent tragedy.  The Mayor and City Council wish to show their support to the community by becoming a Champion Sponsor of the event.

 

BACKGROUND

For thousands of years, the Hmong people have celebrated its most important cultural event, the Hmong New Year. This celebration provides a sense of identity and pride. Traditionally, this annual event celebrates the conclusion of the harvest season and marks the end of a year’s hard work and serves as a Thanksgiving holiday.  The Hmong Cultural New Year Celebration is a difference-maker in the community.  HCNYC, Inc. is a non-profit community organization that pledges to enrich the Hmong American community by promoting education, fostering economic development projects, and preserving our cultural and traditional practices.  They promote educational advancement: helping students reach higher education; economic development: creating programs to provide business training; cultural enlightenment; and furthering their involvement and relationships with the community at large.

ENVIRONMENTAL FINDINGS

 

This approval is not a project for the purposes of CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item does not include an award of a contract.

 

FISCAL IMPACT

 

The funding for the contribution of $25,000.00 will be come from the Fiscal Year 2018-2019 Budget Carryover.
