RECOMMENDATIONS

 

Staff recommends that City Council approve a First Amendment to the Consultant Services Agreement with Akel Engineering Group, Inc., (Akel), in the amount of not to exceed $14,067 for Wastewater Collection System Hydraulic Modeling Services (Project), which includes software license rental, software license upgrade and staff training, and authorize the Director of Public Utilities, or designee, to sign the amendment on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

On January 22, 2019, the City entered into a Consulting Services Agreement with Akel in the amount of $129,354 for Wastewater Collection System Hydraulic Modeling Services.  The scope of work included purchase and installation of new wastewater collection system hydraulic modeling software (Info-Sewer), converting the existing wastewater collection system data to the new Info-Sewer software system and providing on-call hydraulic modeling services.  The majority of the scope of work under this original agreement is complete.  The City has identified a need for software license rental and upgrade and staff training on the new software platform.

 

This First Amendment to Agreement requires Akel to provide staff training, rental of additional Info-Sewer licenses in support of staff training and upgrading the existing software licenses from fixed seat units to floating seat units.  The cost for this additional work is $14,067. 

 

BACKGROUND

 

The City has a sewer collection service area that covers nearly 114 square miles and serves approximately 513,000 residential customers, 35,000 commercial and industrial accounts through a network of approximately 1,550 miles of pipeline and 15 sewers lift stations.  The Fresno/Clovis Regional Wastewater Reclamation Facility (RWRF) has a treatment capacity of 88-million gallons of wastewater per day.  The City utilizes hydraulic model software systems to manage the City’s sewer collection system.  The software is used to improve service levels by allowing staff to predict wet weather flow conditions, recognize and control unwanted sewer overflow events, and meet environmental regulations.

 

Historically the City had used H20MAP software from Innovyze to run and operate the Wastewater Collection System Hydraulic Model.  The City was notified by Innovyze that on January 1, 2019, the H2OMAP software, which is 20 years old, was no longer being supported by the company.  Any questions or issues with the software past the January 1, 2019, date would not be addressed.  After reviewing the software products available, staff recommended purchase of Info-Sewer collection system modeling software by Innovyze to replace the existing H20MAP software.

 

On January 22, 2019, Akel was awarded a Consulting Services Agreement to purchase and install the new Info-Sewer software on the City’s computer servers, convert the existing data on file in the old H2OMAP software system to the new Info-Sewer software, verify the accuracy of the data and test run the Info-Sewer model.  Akel completed these tasks and currently provides on-call services to operate and maintain the hydraulic model.

 

Wastewater Management Division requested that Akel be retained to provide staff training on the new Info-Sewer software.  The additional scope of work includes staff training, rental of twelve additional Info-Sewer Licenses for a two week time period in support of staff training, and the upgrade the existing software from fixed seat to floating seat licenses. The costs for this additional work is $14,067 and staff is recommending Akel provide the listed consulting services.

 

The services required by this amendment will be completed in approximately 90 consecutive calendar days from the authorization to proceed.  The First Amendment to Agreement is for an amount not to exceed $14,067.  With the approval of the First Amendment, the total value of the contract will increase to $143,421.

 

The First Amendment to Agreement has been reviewed and approved by the City Attorney’s Office.  Upon approval by the City Council, the First Amendment will be executed by the Director of Public Utilities, or designee.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 (b)(5), an amendment to a consultant agreement does not qualify as a “project” for the purpose of CEQA.

 

LOCAL PREFERENCE

 

Local preference does not apply to this action because this is an amendment to an existing agreement.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  This Project is located Citywide.  This Project is identified in the five-year Capital Improvement Plan. Funds for this Project are budgeted in the Fiscal Year 2020 Wastewater Enterprise Fund 40501.
