1. Approve Agreement with Fresno County Economic Opportunities Commission in the amount of $100,053.90 for homeless employment program
2. Approve Revised Spending Plan for City of Fresno's HEAP funds

RECOMMENDATION
Recommend Council approve an Agreement for Homeless Employment Program between the City of Fresno (City) and Fresno County Economic Opportunities Commission, (Contractor) for homeless employment program services under the Homeless Emergency Aid Plan (HEAP) in the amount of $100,053.90 effective February 1, 2020 through June 30, 2021. Approve a revised spending plan to reallocate $53.90 to homeless employment program. This is a minor budget adjustment required by the State.
EXECUTIVE SUMMARY
The City of Fresno is seeking to award a contract for a Homeless Employment Program for homeless individuals in the City. Two organizations responded to the RFP and were evaluated by a qualified panel. Based on this RFP process, staff recommends Fresno County Economic Commission for a 17-month agreement in the amount of $100,053.90.
BACKGROUND
On March 14, 2019, City Council approved a Revised Spending Plan for City of Fresno's HEAP funds in the amount of $3,105,519.90 in HEAP Funding awarded by the State of California Coordinating and Financing Council to the City of Fresno December 20, 2018.
This spending plan (see Attachment A) includes funding for seven (7) homeless services projects including this contract for a homeless employment program.
