RECOMMENDATION

Staff recommends that Council approve the Eighth (8th) Amendment to the Position Authorization Resolution No. 2019-134 to add two (2) full time positions to the Housing Division of the Planning and Development Department.

EXECUTIVE SUMMARY

Staff recommends the Council adopt a resolution approving additional positions in FY20 to ensure timelines are met and to reduce the use of contractors. The recommended resolutions will not result in additional costs as there is already sufficient money in the Housing budget to cover these costs.

BACKGROUND

Per Council's request to cease the use of outside consultants in the Housing (HUD) Division, the Planning and Development Department is requesting the addition of two (2) full time positions for the final four (4) months of FY20. This will begin the transition to internal administration of all programs to be completed by Fall 2020. Please see Attachment A for each justification. These positions will not affect the General Fund as they will be fully grant funded.

ENVIRONMENTAL FINDINGS

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.

LOCAL PREFERENCE

Local preference was not implemented because this item does not include an award of a contract.
