Actions pertaining to the North Blackstone Avenue Overlay between East Ashlan and East Dakota Avenues - Bid File No. 3694 (Council District 7)
1. Adopt a finding of Categorical Exemption for Environmental Assessment No. P18-03981 per staff's determination, pursuant to Sections 15301/Class 1, 15302/Class 2, 15303/Class 3, and 15304/Class 4 of the California Environmental Quality Act (CEQA) guidelines
2. Award a construction contract in the amount of $1,782,661 to Avison Construction, Inc. of Madera, California

RECOMMENDATIONS
Staff recommends that the City Council adopt a finding of Categorical Exemption pursuant to Sections 15301/Class 1, 15302/Class 2, 15303/Class 3, and 15304/Class 4 of the California Environmental Quality Act (CEQA) guidelines, award a construction contract to Avison Construction, Inc., of Madera, California in the amount of $ 1,782,661 as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign the construction contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City of Fresno seeks to extend the life of North Blackstone Avenue between East Ashlan and East Dakota Avenues through street surface restoration and localized reconstruction of the existing pavement. The scope of work will also include modifications of curb ramps to meet Americans with Disabilities Act (ADA) compliance, signal loop detectors, signage, and striping. The project is being funded by the federal Regional Surface Transportation Program (RSTP).
