RECOMMENDATION

 

Staff recommends Council approve the Fourth Amendment to the professional consultant agreement with Stantec Architecture, Inc. (Stantec), to incorporate additional design due to differing as-built conditions, project requirements, and emergency backup power requirements for the Department of Transportation, FAX Division Facility Improvement Project in the amount of $81,656.00 and authorize the Director of Transportation or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

The Department of Transportation, FAX Division seeks the approval of a contract amendment to incorporate revisions in the scope of work associated with the FAX Facility Improvement Project. Key components of the additional services will allow FAX to incorporate ADA improvements to the administration building, resolve unforeseen as-built conditions, and improve emergency backup distribution in response to recent City Hall events and PG&E public safety power shutdowns.

 

BACKGROUND

 

The Department of Transportation, FAX Division entered into a consultant agreement with Stantec Architecture on April 19, 2018, to provide design and engineering services for the FAX Facility Improvement Project.  The scope of the project covers improvements being made to the forty year old existing bus facilities located at 2223 G Street.  Such improvements include upgrades to the fire alarm system, new fare collection building, expansion of the existing bus wash area, replacement of end-of-life bus cleaning equipment, bus entry gate reconfiguration, electric bus charging infrastructure, and redesign of the employee parking area. These improvements are all intended to make the facilities safer and provide better service to customers.

 

Major components of the scope change are outlined as follows:

 

1.                     This Amendment will implement ADA compliance upgrades in the administration building staff restrooms. FAX is redesigning two men and women bathrooms to be compliant with all ADA regulations. This change in scope is required due to modifications to office layout and relocation of money counting operations to the new building. Although this facility is not open to the public, FAX is electing to perform these upgrades to support ADA compliance efforts throughout the city.

 

2.                     This project will provide FAX with a state-of-the-art water reclamation system for the bus wash equipment.  The existing underground plumbing and holding tanks do not match as-built configurations from the original construction and the existing function/operation is unknown.  To ensure the new system functions properly, a new underground system will be required.  Therefore, the consultant will provide additional plumbing and structural design not previously included in the scope of work. 

 

3.                     This project will improve the function of the vacuum systems in the bus wash building and extend the bus canopy to accommodate future fleet growth.  During review of the as-built drawings of the building, it was discovered a critical structural streel cross brace was removed.  It is assumed this brace was removed to install the current vacuum system 30+ years ago.  The existing structure will not meet code requirements once the canopy is extended.  Therefore, consultant will provide additional structural design to the existing building not previously included in the scope of work.

 

4.                     This Amendment will change the 95 percent construction documents to incorporate revised emergency back-up power generation distribution to the FAX administration, bus wash, compressed natural gas (CNG) station and new vault building.   The consultant will modify the design of existing CNG main switchgear to allow for the existing FAX emergency power generator to fully power the administration building, CNG station, and select areas in the new vault building and bus wash.  The existing design does not allow for full power to the administration building due to constraints within the CNG switchgear.  These revisions will be implemented based upon lessons learned from the recent City Hall electrical outage to ensure all critical functions can operate in the event of a major electrical outage.  Therefore, consultant will provide additional electrical design not previously included in the scope of work.

 

 

In November 2018, Council approved the First Amendment for $105,077.75 to incorporate scope, approved by a recent grant award, to provide engineering services necessary to replace the administration building HVAC equipment, and expand security requirements. In August 2019, Council approved the Second Amendment for $56,077.00 to separate the HVAC equipment replacement from the vault building construction documents as a stand-alone project also due to a funding award to cover the HVAC project. The vault building project is pending full funding and would unnecessarily delay the HVAC work. In November 2019, Council approved the Third Amendment for $73,987.00 to facilitate FAX acceptance into the PG&E Electric Vehicle Fleet program for electric bus charging infrastructure to charge up to 23 electric buses and relief vehicles.

 

The City Attorney has reviewed the amendment and approved it as to form.

 

ENVIRONMENTAL FINDING

 

This is not a project for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered as this is an amendment being sought for an existing contract.

 

FISCAL IMPACT

 

No general fund dollars will be utilized to fund this amendment.  This amendment will be funded from existing State Prop1B PTIMSEA for transit safety, new capital projects, rehabilitation and replacement, and FTA 5339 and FTA 5307 grants.
