RECOMMENDATIONS

Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301/Class 1, 15302/Class 2, and 15303/Class 3 of the CEQA Guidelines for the First Street Corridor Pedestrian Signalization Upgrades, award a construction contract with Cen-Pac Engineering in the amount of $108,640.00 as the lowest responsive and responsible bidder, and authorize the Public Works Director or Designee to sign a standardized contract on behalf of the City of Fresno.

EXECUTIVE SUMMARY

This Highway Safety Improvement Program (HSIP) project was awarded to the City of Fresno in 2018 with the Preliminary Engineering phase approved in the spring of 2019. The First Street Corridor Pedestrian Signalization Upgrade Project will remove and replace existing pedestrian signal heads at every traffic signal along First Street from Ventura Avenue to Nees Avenue with countdown heads.
