Staff recommends that Council approve the Second Amendment to the Consultant Services Agreement with Kleinfelder Inc. in an amount not to exceed $55,000 for professional geotechnical engineering/environmental services.

EXECUTIVE SUMMARY

Prompted by improvements at the adjacent property, the Parks, After School, Recreation and Community Services Department (PARCS) received notification by the Central Valley Regional Water Quality Control Board to implement testing of the groundwater and soil at the Maxie L Parks site. Council approval is requested to approve additional services suggested by initial findings.

BACKGROUND

On May 1, 2019, the Central Valley Regional Water Quality Control Board (CRWQCB) requested a work plan from the City to investigate the groundwater and soil at the Maxie L Parks site, due to elevated contaminant findings at another nearby site. PARCS acquired the services of Krazan and Associates to prepare the workplan per the specifications requested by the CRWQCB. Since the cost to implement the workplan was expected to be less than $50,000, three informal bids were solicited from local qualified firms.
