Staff recommends the City Council approve an agreement for consultant services with Area West Environmental Inc. for $62,368.86 for the preparation of environmental studies and technical memos for the Bridge Preventative Maintenance Program (BPMP) Phase 2 Project and authorize the Public Works Director, or designee, to execute the agreement on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The City of Fresno seeks to perform preventive maintenance at five bridges located within City limits. The Project is to be paid for with BPMP federal funds administered through Caltrans. A National Environmental Policy Act (NEPA) determination is required prior to commencing construction. Staff recommends approval of the agreement in order for environmental studies and technical memos, required for a NEPA determination, to be completed.  Staff recommends approval of the agreement with Area West for $62,368.86, for the preparation of environmental studies and technical memos for the BPMP Phase 2 Project.

 

BACKGROUND

 

The BPMP, Phase 2 Project will implement preventive maintenance on five bridges within the City. The preventive maintenance treatments will extend the life of five bridges listed below and include bridge maintenance treatments such as scour mitigation, replacing missing joint seals, fixing damaged asphalt and concrete approach slabs, concrete wingwalls, sidewalks, median islands, and treating the concrete bridge decks with methacrylate crack sealant.

The five bridges are:

                     Clovis Avenue Bridge (Br. No. 42C-0032) over Fancher Creek, north of Huntington Blvd.

                     First Avenue Bridge (Br. No 42C-0198) over Mill Ditch, south of McKinley Avenue

                     Van Ness Avenue Bridge (No. 42C-0205) at Olive Avenue

                     Maple Avenue Bridge (Br. No. 42C-0217) over Mill Ditch, south of McKinley Avenue.

                     Millbrook Avenue Bridge (Br. No. 42C-0611) over Mill Ditch, south of McKinley Avenue.

 

As a result of BPMP funds providing construction funding, additional environmental studies and technical memos are required to satisfy NEPA.

 

In October 2019, the City posted a Request for Qualifications (RFQ) for the environmental phase of the project to include preparation of environmental studies and technical memos.  In accordance with Administrative Order 6-19, staff sent out a RFQ via the City’s website and the Business Journal. The RFQ was advertised for two weeks. Five Statement of Qualifications were received and staff interviewed three qualified respondent in October 2019. Area West Environmental Inc. was determined to be the most qualified and submitted an acceptable proposal for the preparation of environmental studies and technical memos.

 

Staff is requesting City Council approve the agreement with Area West Environmental Inc., of Orangevale, California for $62,368.86 for the preparation of environmental studies and technical memos for the BPMP Phase 2 Project, and authorize the Public Works Director, or designee, to sign and execute the contract, approved as to form by the City Attorney’s Office, on behalf of the City.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented as this project is federally funded through the State’s BPMP.

 

FISCAL IMPACT

 

The bridges to receive preventive maintenance under this project are located in Council Districts 3, 5, and 7. The project will not impact the General Fund. This consultant contract for environmental studies and technical memos will be paid by the State’s BPMP with Senate Bill 1 (SB1) funding providing the local grant match, as appropriated in the adopted current fiscal year budget.
