Title

Approve the award of a purchase contract to Terex Utilities, Inc., of Watertown, South Dakota, for the purchase of one Terex tree trimmer truck in the amount of $186,806

Body

RECOMMENDATION

Staff recommends Council approve the award of a purchase contract to Terex Utilities, Inc., of Watertown, South Dakota, for the purchase of one Terex tree trimmer truck in the amount of $186,806.

EXECUTIVE SUMMARY

The Department of Public Works, Street Maintenance Division seeks to purchase one Terex tree trimmer truck to prune trees that have been overgrown into roadway clearances. The new truck will be purchased as replacement through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA).

BACKGROUND

The Department of Public Works, Street Maintenance Division provides service to the residents of Fresno through the construction and maintenance of roadways. This work is performed with crews to lay asphalt, sweep streets, and pour concrete to build curbs, gutters, and sidewalks. As concrete sidewalks and gutters become cracked due to tree roots, the concrete finishing team is called to perform repairs. After demolition, prep, and the removal of the invasive root system, the effected tree requires trimming to reduce the canopy proportionately to the root system.

To accomplish this task, the Street Maintenance Division operates one aging truck utilized daily to support the concrete finishing team. This unit was transferred from the Landscape Division last year and has experienced an increase in maintenance expenses. The new Terex tree trimming truck will be built to a specification similar to units currently operated by the Department of Public Works. The body will be a Terex XT PRO 56, which represents 66 percent of the tree trimmer fleet. These units have proven to be reliable and suit the needs of the tree trimming teams. The truck will be built on a Kenworth T370 chassis featuring the latest emissions technology to be compliant with the applicable US 2010 emissions standard.

The heavy truck class is on a ten-year or 250,000-mile replacement schedule, which has been established by the Municipal Fleet Division as the optimum replacement time. The unit identified for replacement is 15 years old and has well exceeded its useful life. The Municipal Fleet Division recommends replacement based on the units’ age and condition.

The purchase price for this unit is $186,806. This price includes the Sourcewell discount applied to City purchases, as well as sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form.

ENVIRONMENTAL FINDING

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA.

LOCAL PREFERENCE

Local preference is not applicable. The City is purchasing the Terex tree trimmer truck through a cooperative purchase agreement.

FISCAL IMPACT

No general funds will be used to purchase this item.  The funding to cover the purchase cost of the Terex tree trimmer truck has been included in the FY2020 adopted budget under the operations of the Department of Public Works, Street Maintenance Division. The source of funding for this project is the SB1 Road Repair Gas Tax.
