Staff recommends Council approve the award of a purchase contract to Haaker Equipment Company Inc. of La Verne, California for the purchase of one Elgin Crosswind sweeper in the amount of $308,826.
EXECUTIVE SUMMARY
The Airports Department is requesting approval to purchase one Elgin Crosswind air sweeper in the amount of $308,826. The new unit will be utilized to sweep runways and taxiways ensuring a safe and consistent surface for planes to operate. The Department of Transportation recommends this purchase based on the age and hours of the unit identified for replacement. The new air sweeper will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA).
BACKGROUND
The Airports Department provides service to the residents of Fresno through the continuous operation and maintenance of airport properties. Maintenance crews utilize service trucks, landscape tractors, and sweeper units to maintain runways, access roads, and landscaped areas throughout the Fresno Yosemite International and Chandler Executive Airports.
Currently, the task of sweeping the runways is accomplished with a single sweeper, utilized daily to clean the surface of any debris that could be hazardous to planes taking off or landing. The unit being replaced is a 2008 Elgin Crosswind dual engine unit, which has been effective during its service life. The new unit will be built to a similar specification, updated with the latest emissions technology to meet the on road requirements, as well as the PM 10 standards for this type of equipment.
The street sweeper fleet is made up of 90 percent Elgin sweepers, which have proven to be the most effective and reliable sweepers for varied road conditions. The City of Fresno has been using Elgin sweepers in its fleet for 21 years and has experienced success in the functionality and durability of this product. The replacement schedule for this air sweeper is set at ten years or 10,000 hours, whichever comes first. The unit identified for replacement is currently beyond the recommended replacement schedule.
The purchase price for this unit is $308,826. This price includes the Sourcewell discount applied to City purchases, as well as sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDING
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA.
LOCAL PREFERENCE
Local preference is not applicable. The City is purchasing the Elgin Crosswind sweeper through a cooperative purchase agreement.
FISCAL IMPACT
No general funds will be used to purchase these items. The funding to cover the purchase cost of the Elgin Crosswind sweeper has been included in the FY2020 adopted budget under the operations of the Airports Department. The source of funding for this project is the Airport Cash Fund, generated through airport operations.
