Staff recommends Council approve the award of a purchase contract to EZ Liner of Orange City, Iowa, for the purchase of one striper truck in the amount of $624,540.
EXECUTIVE SUMMARY
The Department of Public Works, Street Maintenance Division seeks to purchase one EZ Liner street striping truck to apply painted pavement markings after new paving, and perform re-striping maintenance throughout the city. The new truck will be purchased as replacement through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA).
BACKGROUND
The Department of Public Works, Street Maintenance Division provides service to the residents of Fresno through the maintenance and repair of roadways. This work is performed with crews to sweep streets, build curbs, and lay asphalt. Once new asphalt overlays are complete, the Streets Maintenance Division sends the striping team to paint lettering, symbols, and define sections of the road. This work is performed on newly-paved sections, as well as existing roadways on a bi-annual basis to maintain proper road visibility and safety throughout the city.
To accomplish this task, the Street Maintenance Division operates one aging truck utilized to stripe an average of 20 miles a day. The new EZ Liner TS-AL600 striping truck will be built to meet new requirements from the State of California allowing the striping team to apply pavement markings in compliance with State requirements. The new truck will be built on a Peterbilt 520 chassis featuring the latest emissions technology to be compliant with the applicable US 2010 emissions standard.
The heavy truck class is on a ten-year or 250,000-mile replacement schedule, which has been established by the Municipal Fleet Division as the optimum replacement time. The unit identified for replacement is 19 years old and has well exceeded its useful life. The Municipal Fleet Division recommends replacement based on the unit age and condition.
The purchase price for this unit is $624,540. This price includes the Sourcewell discount applied to City purchases, as well as sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDING
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA.
LOCAL PREFERENCE
Local preference is not applicable. The City is purchasing the EZ Liner street striping truck through a cooperative purchase agreement.
FISCAL IMPACT
No general funds will be used to purchase this item. The funding to cover the purchase cost of the EZ Liner street striping truck has been included in the FY2020 adopted budget under the operations of the Department of Public Works, Street Maintenance Division. The source of funding for this project is the ABX8 6 Gas Tax.
