Staff recommends Council reject all bids for the purchase of seven 2019 Ford EcoSport S (Bid File 3686).

 

EXECUTIVE SUMMARY

 

The Department of Transportation is seeking to reject all bids received for the purchase of seven 2019 Ford EcoSport S (Bid File 3686). After further review by the City Manager’s Office, the determination was made that this type of vehicle was not the best fit for the application. A new formal bid will be created, seeking sub-compact vehicles.

 

BACKGROUND

 

The Department of Planning and Development, Parking Division is in need of seven sub-compact vehicles as replacements to units beyond their useful life. The contract was put out to bid for seven Ford EcoSports as per the recommendation of the Municipal Fleet Division and the approval of the Parking Division as an acceptable replacement. The new vehicles would offer more interior space and comparable manuverabliity to the outgoing sub-compact vehicles. One bid was received and Swanson Fahrney Ford was evaluated as a responsive and responsible bidder. The evaluation was sent to the City Manager’s Office where additional questions were asked as to why more interior space was required. The eventual determination was that a larger vehicle was not needed and a sub-compact vehicle should remain as the best fit for this application.

 

By rejecting all bids for Bid File 3686, a new product purchase contract can be created and placed out to bid. 

 

ENVIRONMENTAL FINDING

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the rejection of all bids does not qualify as a project for the purpose of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item is rejecting all bids received for the purchase of seven 2019 Ford EcoSport S (Bid File 3686).

 

FISCAL IMPACT

 

The rejection of all bids will result in no financial impact to the General Fund.
