Title
Approve a Strategic Plan for the use of the Coronavirus Relief Fund monies received by the City of Fresno from the CARES Act.

RECOMMENDATIONS
The Mayor and City Manager recommend the Council approve the attached Strategic Plan (the Plan) to allocate the $92,755,912.80 received by the City of Fresno from the Coronavirus Relief Fund created by the CARES Act.
EXECUTIVE SUMMARY
The Administration is presenting this to the City Council to focus the various ongoing discussions regarding how the City spends CARES Act funds with the goal of finalizing the Strategic Plan in concert with approval of the Fiscal Year 2021 Budget.
BACKGROUND
The Administration has listened to Council's requests for developing a Strategic Plan for spending federally allocated CARES Act monies and is cognizant of the various programs and ideas responsive to the COVID-19 emergency that have been discussed. The Administration has also reviewed plans from and talked to official of many other cities throughout California and the nation on their plans for spending their CARES Act allocations. The aforementioned has culminated in the attached proposed Strategic Plan.
Based on our current knowledge of how CARES Act funds can be spent, we believe the elements in this plan are eligible expense for reimbursement from the City's Coronavirus Relief Fund allocation established and funded by the federal government's CARES Act. We look forward to hearing the responses to this Plan and how we can move forward to develop a wide consensus.
