Title
Actions pertaining to preparation of a Nitrate Initial Assessment for the Fresno-Clovis Regional Wastewater Reclamation Facility and the North Fresno Wastewater Reclamation Facility (Council Districts 3 and 6):
1. Adopt a finding of Categorical Exemption pursuant to Section 15306/Class 6 of the California Environmental Quality Act (CEQA) Guidelines.
2. Approve a consultant services agreement with Carollo Engineers, Inc., for an amount not to exceed $830,640 plus a contingency amount not to exceed $83,100

RECOMMENDATIONS
Staff recommends that City Council adopt a finding of Categorical Exemption pursuant to Section 15306 (Class 6) of the CEQA guidelines; approve a consultant services agreement with Carollo Engineers, Inc. (Carollo), for an amount not to exceed $830,640 plus a contingency amount not to exceed $83,100, for the preparation of a Nitrate Initial Assessment (NIA) for the Fresno-Clovis Regional Wastewater Reclamation Facility and the North Fresno Wastewater Reclamation Facility (collectively Facilities) to evaluate whether there are nitrate impacts to groundwater and develop an early action plan, if needed; and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City).
