RECOMMENDATIONS

Staff recommends that City Council approve a service contract with A-C Electric Company in the amount not to exceed $107,734 for the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) for replacement of Programmable Logic Controllers (PLC) equipment, Supervisory Control and Data Acquisition (SCADA) System replacement and configuration integration services (Project); and authorize the Director of Public Utilities, or designee, to sign all documents on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

The Department of Public Utilities solicited proposals to upgrade existing PLC equipment, upgrade existing Wonderware to Allen-Bradley Factory Talk Historian software, and upgrade SCADA network configurations at the City's on-site RWRF Gas Control Plant (GCP). Under the proposed service contract, A-C Electric Company will furnish and install new PLC equipment within the GCP, furnish and install new touchscreen monitor, upgrade SCADA software, and provide start-up, testing, and equipment tuning to assure proper operation. Staff recommends that City Council award a service contract to A-C Electric in the amount not to exceed $107,734.
