RECOMMENDATION

 

Staff recommends that Council authorize the Chief of Police to accept $683,062 in total grant funding for the 2020 CESF Program for the City of Fresno; authorize the Chief of Police to sign all applicable and related documents for the application, acceptance, modification, extension and administration of the 2020 CESF Program; and adopt the 9th amendment to the Annual Appropriation Resolution No. 2020-159 appropriating $683,100 into the FY 2021 budget. 

 

EXECUTIVE SUMMARY

 

This agreement is the result of an award for the City of Fresno. The City of Fresno will be the fiscal agent, to administer the 2020 CESF Program funding. The City of Fresno’s allocation is $683,062.

 

BACKGROUND

 

The CESF award formula is based on eligible allocations as determined by the Office of Justice Programs and is a direct allocation to units of local government.  The City of Fresno agrees to act as the fiscal agent for the CESF formula funding.  The application specified the award amount for distribution to each unit of local government.

 

The 2020 CESF Program has allocated $683,062 for the City of Fresno.  Based on the grant guidelines, the City of Fresno will receive $683,062.  These funds will assist in the acquisition of 3M N95 respirator masks, sanitizing wipes, hand sanitizing gel, gloves, and a mist/fogger for the two-year performance of this grant. The items purchased will be used by sworn police officers in the field as well as non-sworn members who perform essential services indoors and out in the field. The safety of our first responders is of the utmost importance and funding from this grant will assist the department in creating a safer environment for these first responders and is in accordance with grant guidelines outlined by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.

 

The proposed spending plan required during the application process is based on priority needs that are not included in the FY 2021 budget.  The proposed items will assist the Police Department in acquiring much needed supplies to provide the level of service the citizens of Fresno deserve while helping to prevent and slow the spread of COVID-19. These costs are essential to the department and will not be met through local general funds.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered because this does not include a bid or award of a construction or service contract.

 

FISCAL IMPACT

 

There is no fiscal impact to the General Fund and there is no match requirement under this grant program, however if unfunded, essential supplies and necessary equipment would have to come from the general fund, creating a negative fiscal impact. All funds are received in advance and deposited into an interest bearing account.  All interest earned is to be used to support the same objectives of the grant’s approved spending plan.
