RECOMMENDATIONS

Staff recommends that the City Council adopt the 8th Amendment to the Annual Appropriation Resolution No. 2020-159 appropriating $68,389,900 for new capital projects in the Public Works Department.

EXECUTIVE SUMMARY

There are several new capital improvement projects staff is preparing to implement which are funded from State grants, Federal grants, and other local sources. The grant funded projects were awarded State funds through the Active Transportation Program (ATP) administered through the California Department of Transportation (Caltrans), State Transportation Improvement Program (STIP) funds through the California Transportation Commission (CTC), Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grant funding through the U.S. Department of Transportation (USDOT), Federal transportation funds through the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and Surface Transportation Block Grant Program (STBG) administered by the Fresno Council of Governments (Fresno COG). Also included are Senate Bill 1 (SB1) projects that were included in the resolution adopted by Council on June 11, 2020, but not included in the Continuing Resolution for the City budget. Staff recommends Council adopt the amendment to the AAR in order to provide appropriations in the Public Works FY2020 Capital Budget to sufficiently cover anticipated expenditures for the cost of these new projects.
