Approve the Third Amendment to the Service Agreement with The Arc Fresno/Madera Counties to add an additional service location at Fresno Yosemite International Airport for an amount of $14,769.08. (Council District 4)

RECOMMENDATIONS
Staff recommends Council authorize the Director of Aviation to execute the Third Amendment to the Service Agreement with The Arc Fresno/Madera Counties (ARC) to serve an additional location on Airways Blvd., to Clovis Avenue at Fresno Yosemite International Airport (FAT) for an additional amount of $14,769.08.
EXECUTIVE SUMMARY
The Third Amendment to the Service Agreement will provide for trash pick-up services on Airways Blvd. extending to Clovis Avenue. This added location will further enhance the appearance and cleanliness surrounding FAT.
BACKGROUND
The ARC is a local non-profit organization that provides vocational training, skills and job placement for adults with intellectual and developmental disabilities. The ARC Vocational Services Division coordinates to provide jobs for these adults to perform a number of services, including: trash pickup, landscape services, janitorial services and many other opportunities.
The ARC Service Agreement was approved by the Council on August 30, 2018. The First Amendment to the Services Agreement updated the ARC’s management fees to a maximum amount of $292,490.91 and was approved by the Council on November 8, 2018. The Second Amendment modified the new maximum amount of the Service Agreement to $328,333.38. The Third Amendment will increase the new maximum amount of the Service Agreement to $343,102.46. Exhibit A-3 of the Third Amendment to the Service Agreement adds the new locations and associated costs.
The City Attorney has reviewed and approved Third Amendment to Service Agreement as to form.
ENVIRONMENTAL FINDINGS
This is not a “project” pursuant to the California Environmental Quality Act Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable to this project as this is an amendment to an existing contract.
FISCAL IMPACT
The revised annual rates in Exhibit A-2 will increase the contract amount in FY21 by $4,501.42 and by a total of $14,769.08 over the remaining 3-years of the term of the agreement. Funding for the Agreement is included in the City’s Adopted FY 2021 budget and will be incorporated into future Airport budgets. There is no impact to the General Fund from this action.
