Approve an agreement for Professional Engineering Services with TJKM of Pleasanton, California in the amount $85,410 with a $5,000 contingency for the design and construction support services for the Midtown Fresno Multimodal Interconnectivity Project (Council Districts 1, 3, and 7)

RECOMMENDATION
Staff recommends the City Council approve an agreement for professional engineering services with TJKM for $85,410 with a $5,000 contingency for the design and construction support phases of the Midtown Fresno Multimodal Interconnectivity Project and authorize the Public Works Director, or designee, to execute the agreement on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
This Midtown Fresno Multimodal Interconnectivity Project will increase walkability and improve bike infrastructure with the addition of three traffic signals near three schools in the Midtown area: Anthony Elementary, Heaton Elementary and Muir Elementary. The major intersections along the route to each of these schools are in need of signalization to increase route walkability and bike infrastructure for students and their families. These intersections have met pedestrian traffic signal warrants and are included on the Citywide traffic signal priority list. The project is funded by a grant through the Active Transportation Program (ATP) administered through the California Transportation Commission and the California Department of Transportation. The subject consultant agreement in the amount of $85,410 with a $5,000 contingency will facilitate the design and construction support services necessary to complete the project.
BACKGROUND
The Midtown Fresno Multimodal Interconnectivity Project will include the installation of three new traffic signals located adjacent to three Midtown Schools at Blackstone Avenue and Webster Avenue, Palm Avenue and Dennett Avenue, and McKinley Avenue and San Pablo Avenue. The three new signals will receive upgraded ADA curb ramps and pedestrian crossings with countdown pedestrian heads. The project will also upgrade pedestrian signal crossings at Van Ness Avenue and McKinley Avenue and will add ADA curb ramps at Glenn Avenue and Webster Avenue to improve interconnectivity within the Midtown School area.
This project is a result of direct community input from neighborhood residents, Fresno Metro Ministry, the Better Blackstone Association, and the California Walks report. Principals and school site staff were engaged in expressing concerns from parents related to infrastructure as well. The feedback received helped to select the project locations. The Department of Public Works submitted the ATP application for this project in June of 2016, for the design and construction phases of this project.
In accordance with Administrative Order 6-19, staff sent out a RFQ on July 29, 2020, via the City’s website and the Business Journal. The RFQ was advertised for three weeks. Five Statement of Qualifications were received and staff interviewed the top three qualified respondents in September of 2020. TJKM was determined to be the most qualified and responsive consultant and submitted an acceptable proposal for the preparation of plans, specifications, cost estimates, bidding support and construction support services for this project.
Staff is requesting City Council approve the agreement with TJKM in the amount of $85,410 with a $5,000 contingency for the preparation of plans, cost estimates and general construction documents for this project, and authorize the Public Works Director or designee to sign and execute the contract, approved as to form by the City Attorney’s office, on behalf of the City.
ENVIRONMENTAL FINDINGS
By the definition provided in section 15378 of the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because this project is funded by State grant funds.
FISCAL IMPACT
The Midtown Fresno Multimodal Interconnectivity Project is located in Council Districts 1, 3 and 7 and will have no impact to the General Fund. Funding is provided by State funds through the Active Transportation Program. All funds necessary for the contract award are included in the current fiscal year budget as previously adopted by the Council.
