RECOMMENDATION

 

Staff recommends that Council Adopt the 49th Amendment to Annual Appropriation Resolution (AAR) No. 2020-159 appropriating $150,000 for the Airport Pavement Management System Update (Project) for Fresno Yosemite International Airport (FAT), and Authorize the Director of Aviation or designee to execute approve a consultant services agreement with Kimley-Horn and Associates, Inc. (KHA) to provide professional engineering services in the amount of $107,500 for the Project.

 

EXECUTIVE SUMMARY 

 

As part of the Federal Aviation Administration (FAA) mandated Pavement Management Program for FAT, this project will provide the Airports Department an update of the existing pavement condition, predictions of future pavement conditions, budget estimates for upcoming maintenance projects, and position the Airport for future FAA grants for runway, taxiway and ramp improvements.   The Airport plans to engage KHA to determine the current pavement conditions, and staff will be trained to gather the required data for ongoing regular updates to the system’s Pavement Condition Indices (PCI) database for all FAT pavement, per FAA approved methods.   

 

The AAR is necessary because after consultations with the FAA, the timing of the need was not determined until after the FY 2021 budget was prepared.  This work effort is part of FAT’s Five Year Capital Plan per FAA requirements but was previously planned FY 2022 or beyond.

 

BACKGROUND

 

The Airport Pavement Management System (APMS) for FAT was last updated in 2015.  The updated APMS will include assessments, anticipated timing and estimated costs of rehabilitation work for runways, taxiways, ramps and aprons on and around the airfield.  The industry standard to measure pavement condition is by the metrics of Pavement Condition Indices (PCIs).  By using PCIs, the Airports Department can identify current conditions and predict future conditions using a method and criteria acceptable to the FAA.  The APMS allows the Airports Department to forecast future pavement improvement projects and seek appropriate FAA grant funding.

 

Through a competitive Request for Qualifications (RFQ) process, the Airports Department (Department) invited civil engineering firms that could provide comprehensive airport-related on-call full-service planning, design, construction document preparation, bidding support and construction administration to submit Statements of Qualifications.  The Department published a public notice in The Business Journal, posted information on the Airport’s website for qualified firms and direct mailed the RFQ to all interested firms.  Five professional consulting firms responded to the RFQ and qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations.  The Department has determined that Kimley-Horn and Associates is most qualified to perform the work for this Project.

 

The agreement utilizes Standard Document #FYI-S-18.0, pre-approved as to form by the City Attorney’s Office and used without modification as certified by Airports staff.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

                     

Local preference was not implemented because this contract utilizes federal funds.

 

FISCAL IMPACT

 

FAT is the largest driver in economic activity in the Central San Joaquin Valley with $928 million of annual economic activity and 10,769 direct, induced and indirect jobs (2019 data).  The Airport Pavement Management System Update Project is a critical element of the Department’s program to enable the airport to meet current and future demand as our region grows, resulting in further economic activity and job growth.  The $150,000 requested in the 49th Amendment to AAR No. 2020-159 will provide the appropriation authority to execute the Project.  Funding for this Project will be provided by a FAA Airport Improvement Program grant, with required matching funds from Airport Revenues. There is no impact to the General Fund or to the ratepayers of the City of Fresno from this action.
