RECOMMENDATIONS

 

Staff recommends that City Council:

1.                     Adopt a Resolution of the Council of the City of Fresno adopting the 55th Amendment to the AAR appropriating $500,000 for construction close out costs of the PDSE Substation.

 

EXECUTIVE SUMMARY

 

Construction of the Police Department’s Southeast Substation was approved by City Council in December 2019.  The substation was completed and the Police Department moved in on October 12, 2020.  The completion date; however, was later than originally projected due to unforeseen delays (COVID-19), and appropriations were not included in the Police Department’s FY 21 budget.  This AAR appropriates $500,000 for construction close out costs using Police Impact and remaining capital project funds. 

 

BACKGROUND

 

On December 19, 2019, Council awarded a construction contract to Klassen Corporation for the PDSE Substation project. The project, which is located in Council District 5, was estimated to be $7.4 million including soft costs and contingencies and appropriations were included in the Police Department’s FY 19 and FY 20 adopted budgets.  The substation was completed and the Police Department employees moved into the building October 12, 2020.  The completion date; however, was later than originally projected due to the impact of the COVID-19 pandemic and appropriations not included in the Police Department’s FY 21 budget.  This AAR will add appropriations using Police Impact and remaining capital project funds to facilitate the project close out costs such as FY 21 staff costs and installation of a fueling station for the new substation.  The project remains within the overall budget and construction contingency as originally approved.

 

ENVIRONMENTAL FINDINGS

 

Staff determined that the project was within the scope of the MEIR SCH No. 2012111015 prepared for the Fresno General Plan adopted by the Fresno City Council on December 18, 2014, and filed EA-16-011 with the Fresno County Clerk’s office on July 1, 2016.  Council, based upon its own independent judgment, adopted a Finding of Conformity to the MEIR SCH No. 2012111015 per Staff determination for the PDSE Substation Project on December 19, 2019.

 

LOCAL PREFERENCE

 

Local preference was not implemented in this project because the bidders were not local. 

 

FISCAL IMPACT

 

The Police Department Southeast Substation was completed and the Police Department employees moved into the building October 12, 2020.  The completion date; however, was later than originally projected due to the impact of the COVID-19 pandemic and appropriations not included in the Police Department’s FY 21 budget.    This AAR will add appropriations in the amount of $500,000 using Police Impact and remaining capital project funds to facilitate project close out costs.
