***Approve 3rd Amendment to Position Authorization Resolution No. 2019-160, adding one (1) Executive Assistant full-time position to the Council City Support Division, effective January 7, 2021. (Subject to Mayor’s Veto)

RECOMMENDATION

 

Staff recommends Council adopt the 3rd Amendment to Position Authorization Resolution No. 2020-160 authorizing the addition of one (1) Executive Assistant full-time position to the Council City Support Division. This action will allow the Council to have an Executive Assistant.

 

EXECUTIVE SUMMARY

 

The proposed amendment will add one (1) full-time Executive Assistant position to Council City Support Division. An employee occupying an existing position in the Council City Support Division will be moving into the Executive Assistant position, thereby leaving the other position vacant. There will be no need for additional appropriations for the Executive Assistant position at this time.

 

BACKGROUND

 

The Council requires a staff member to fulfil Executive Assistant duties for operational purposes. 

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

The City’s Local Preference Ordinance (FMC 4-108) does not apply - this is not a purchase of services, materials, supplies or equipment, or a competitive bidding solicitation.

 

FISCAL IMPACT

 

There is no impact to the General Fund or to any Ratepayers of the City of Fresno from this item.  Approval of this item will not compromise the Department’s ability to meet or exceed its rating agency oriented key financial metrics, including debt service coverage ratio well above 2.0 times, low airline rates and high liquidity in FY 2021 and beyond.
