Title

Actions pertaining to extension of food distribution contracts:

1.                     ***RESOLUTION - 57th Amendment to the Annual Appropriation Resolution (AAR) appropriating $1,000,000 to fund extension of food distribution contracts (Requires 5 votes) (Subject to Mayor’s Veto).

 

2.                     Authorize and direct extension of contracts with the following providers for food distribution necessitated by the COVID-19 pandemic:

3.                     Authorize and direct execution of grant agreements with the following providers for food distribution necessitated by the COVID-19 pandemic:

RECOMMENDATION

Staff recommends the City Council approve the 57th Amendment to the AAR for $1,000,000 to fund additional grants for food distribution services in the City of Fresno and authorize the City Manager or his or her designee to execute seven amendments to existing food distribution grant agreements and execute three new food distribution grant agreements, subject to approval as to form by the City Attorney’s Office.  Existing food distribution grant agreements terminate on or before December 30, 2020.  The proposed actions will provide additional funding for food distribution services for January and February 2021 in a total amount not to exceed $2,000,000.

BACKGROUND

 

In light of the ongoing impacts of the COVID-19 pandemic and continued need for food distribution to at-risk populations, the City Council wishes to extend previously approved food distribution grant agreements with the following public and private organizations, with additional grants as listed, to deliver food to at-risk populations in the City of Fresno:

1.                     Neighborhood Industries - $430,000

2.                     Reading and Beyond - $100,000

3.                     The Fresno Center - $220,000

4.                     Every Neighborhood Partnership - $100,000

5.                     Education and Leadership Foundation $100,000

6.                     Southeast Fresno Community Economic Development Association, Inc. - $100,000

7.                     Pardini’s Catering, Inc. - $250,000

To augment their response, the City Council also wishes to enter into new food distribution grant agreements with the following organizations, in the amounts listed below, to deliver food to at-risk populations in the City of Fresno:

1.                     Fresno Economic Opportunities Commission - $250,000

2.                     Centro La Familia - $250,000

3.                     Central California Food Bank - $200,000

Existing grant agreements terminate on or before December 30, 2020.  Staff seeks authorization to allow the City Manager or designee to execute agreements with the above organization subject to approval as to form by the City Attorney’s Office.  

The amendments and new grant agreements will provide additional funding to provide food distribution services in January and February 2021, with additional funding not to exceed $2,000,000.  Staff seeks approval of the 57th Amendment to the AAR in the amount of $1,000,000 to partially fund these amendments.  The balance of the funding will come from appropriations that the PARCS Department received as part of the FY 21 Revised Budget.  Staff also seeks the associated authority to the City Manager or designee to execute the amendments attached hereto.  The amendments have been approved as to form by the City Attorney’s Office and the new grant agreements must be approved by the City Attorney’s Office prior to execution.

ENVIRONMENTAL FINDINGS

Pursuant to the definition provide in the California Environmental Quality Act (CEQA) Guidelines Section 15378 these Amendments are not “projects.”

LOCAL PREFERENCE

Local preference was not considered because these amendments does not include a bid or award of a construction or service contract and involve grant agreements.

FISCAL IMPACT

These Amendments will be funded through the General Fund pursuant to the 57th Amendment to the AAR.  $1,000,000 will come from existing appropriations within the PARCS Department, which the remaining $1,000,000 will come from a transfer from the Risk Liability Fund to the General Fund.
