RECOMMENDATIONS

 

Staff recommends that City Council approve Contract Change Order No. 01 in the amount of $52,800 to Rehak General Engineering for the Big Dry Creek Diversion Channel Slope Reconstruction (Project ID WC00038), increasing the total contract amount to $180,000.

 

EXECUTIVE SUMMARY

 

Staff recommends that Council approve Contract Change Order No. 01 for remediation construction activities resulting from the Friant-Kern Canal Raw Water Pipeline project. This construction contract was necessary to restore a minor segment of the Big Dry Creek Diversion Channel’s east bank slope to avoid further slope erosion as well as to restore to pre-existing conditions in conformance with environmental documents, thereby allowing the pipeline project to be closed out. Council approval of Contract Change Order No. 01 will allow for payment to Rehak General Engineering for placement of additional soil cement not included in the original scope of work but necessary to meet the intent of the project design. Funding is available for this change order from the adopted budget for the Department of Public Utilities.

 

BACKGROUND

 

On April 28, 2020, a contract was awarded through the informal bid process in the amount of $127,200 to Rehak General Engineering for the Big Dry Creek Diversion Channel Slope Reconstruction project.  The Notice to Proceed was issued with a starting date of September 28, 2020, and completion date of October 23, 2020.  There have been no Contract Change Orders executed to date.  The Substantial Completion Certificate was issued on October 13, 2020.

 

During the course of the work Bid Item No. 5 - Soil Cement Placement was overrun due to changing conditions and soil erosion over the winter months and after the bid item quantity was established in the bid documents. Additional soil cement was required to fill the areas that had eroded to achieve the intent of the project design.  In addition, during excavation for slope protection, it was discovered that there were existing voids in the soil at the north abutment under the bridge. To avoid erosion behind the newly placed slope protection it was determined that these voids should be filled with slurry. The remaining items in the Contractor Change Order are underruns in the Bid Item Quantities.

 

Contract Change Order No. 01 will provide payment to Rehak General Engineering for placement of additional Soil Cement not included in the original scope work.

 

Staff recommends that City Council approve Contract Change Order No. 01 on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

This is not a project for the purposes of CEQA pursuant to CEQA guidelines section 15378(b)(5), as it is an administrative action that will not result in direct or indirect changes to the environment.

 

LOCAL PREFERENCE

 

Local Preference was not considered because this action does not include a bid or an award of a City construction contract.

 

FISCAL IMPACT

 

There is no impact to the General Fund. Funding for the contract is available in the Water Enterprise Fund 40101.
