REPORT TO THE CITY COUNCIL

March 4, 2021

FROM:                     KERRI L. DONIS, Fire Chief

                                          Fire Department

SUBJECT

Title

***RESOLUTION - 58th Amendment to the Annual Appropriation Resolution (AAR) No 2020-159 to appropriate $1,069,700 in the Fire Station 18 Construction Fund. (Requires five affirmative votes) (Subject to Mayor’s Veto)

Body

RECOMMENDATION

It is recommended Council approve the 58th Amendment of the Annual Appropriation Resolution (AAR) 2020-159 appropriations in the amount of $1,069,700 for the construction of Fire Station 18 for Fiscal Year 2021

EXECUTIVE SUMMARY

Construction for Fire Station 18 was approved in Fiscal Year 2020.  Construction of the station commenced in Fiscal Year 2020, however, the project crossed into Fiscal Year 2021.  Council previously approved $436,700 in appropriations for Construction Management of which $424,700 was not expended in Fiscal Year 2020 and requires re-appropriating in Fiscal Year 2021.  Also, common with most construction contracts, this project contains a 10% contingency of $645,000, which was also previously approved for unforeseen project costs and change orders which may occur during course of construction.

BACKGROUND

Construction of Fire Station 18 commenced in Fiscal Year 2020.  It typically takes 9-12 months to construct a fire station.  Certain appropriations, including those for Construction Management, expired at the end of Fiscal Year 2020. This construction project will continue into Fiscal Year 2021 and requires the re-appropriating the unused appropriations for Construction Management and appropriating the contingency to accommodate project change orders or other unforeseen costs associated with the station construction.

Approval of this Amendment allows Construction Management to continue its oversight work and bill to this project accordingly through the completion of the construction of the station as well as process project change orders.

ENVIRONMENTAL FINDINGS

This item is not a project as defined by CEQA.

LOCAL PREFERENCE

Local preference was not implemented because this item is a re-appropriation of an existing project.

FISCAL IMPACT

There will be no net General Fund impact for the construction of Station 18
