Authorize the Chief of Police to enter into a three-year instructional services agreement with Fresno City College to collect state monetary reimbursement for city instructor time at the Police Department Regional Training Center, for a contract value exceeding $50,000.00

RECOMMENDATION
Staff recommends that Council authorize the Chief of Police to enter into a three-year instructional services agreement with Fresno City College to collect state monetary reimbursement for city instructor time at the Police Department Regional Training Center. The terms and rate of reimbursement are preset by the state and pay reimbursement for instructor time used to instruct first responder classes. The state has imposed rate changes on how reimbursements will be paid, calling for an end to the previous agreement between the Regional Training Center and Fresno City College. Staff recommends entering into the new instructional service agreement with the updated rate of reimbursement for instructional hours. The total reimbursement amount is expected to exceed $50,000.00 per year.
EXECUTIVE SUMMARY
Fresno City College is a local public state community college. The college is located in the City of Fresno and hosts the basic police academy where a large portion of Fresno Police Officers have obtained their basic Commission on Peace Officers Standards and Training (POST) certificate. The college offers several courses on campus and instructs off campus. Fresno City College has reviewed and approved 40 courses that have been taught or are currently being taught at the Fresno Police Department Training Center by City of Fresno police officers. Fresno Police Officers teach other first responders in accordance with state POST standards. In turn, students receive college credits for successful completion of these approved courses. Due to the fact that City police officers teach these courses, City receives reimbursement for the instructional hours provided. The reimbursement amount and formula are preset by the state for instructional hours.
BACKGROUND
The Fresno Police Department has been teaching several of these classes for years at the Regional Training Center and receives reimbursement from the state. The state recently changed the rate of reimbursement for instructor hours. This caused Fresno City College to terminate its prior instructional service agreement with FPD and seek to enter into a new instructor service agreement with the Fresno Police Department Regional Training Center. This would allow the City to continue to receive reimbursement for courses approved by Fresno City College for instructional hours provided during first responder classes.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purposes of the California Environmental Quality Act (CEQA).
LOCAL PREFERENCE
Fresno City College is a local public community college in the City of Fresno.
FISCAL IMPACT
Revenue is expected to generate over $50,000 for the City of Fresno. There is no additional cost to the city.
