RECOMMENDATIONS

Staff recommends the City Council adopt a finding of Categorical Exemption per staff's determination, pursuant to Section 15301(c) of the CEQA Guidelines, award a construction contract to Cal Valley Construction Inc., in the amount of $892,272.20 as the lowest responsive and responsible bidder for the East Bullard Avenue Pavement Grind and Overlay Project, North First Street to North Cedar Avenue, and authorize the Public Works Director or Designee to sign a standardized contract on behalf of the City.

EXECUTIVE SUMMARY

Bullard Avenue, between First Street and Cedar Avenue, is in need of repair to address surface and structural damage caused by age, weather, and use. This proposed project will extend the life of the existing pavement through maintenance and spot reconstruction. The project will also improve accessibility and support multimodal travel options through updates to curb ramps and restriping Class II bike lanes. This project is funded by a Federal grant from the Regional Surface Transportation Program (RSTP) and SB1 Road Maintenance and Rehabilitation Account (RMRA) funds as the local match.
