RECOMMENDATIONS
Staff recommends the approval of an agreement with Provost & Prichard Consulting Group Inc. in the amount of $172,450 plus a contingency of $17,245 for the design and preparation of construction documents for the Van Ness and Weldon Pocket Park Project and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The Van Ness and Weldon Pocket Park Project is located on the northeast corner of North Van Ness Avenue and West Weldon Avenue in central Fresno. The proposed site is currently used for commercial retail and roadway purposes. Staff recommends hiring Provost & Prichard Consulting Group to develop plans and bid documents for a pocket park.
BACKGROUND
The proposed park-site is located on the northeast corner of North Van Ness Avenue and West Weldon Avenue. During the FY2021 budget deliberations, the Council appropriated $5 million to the PARCS Department and further directed that the Van Ness and Weldon project was a priority for use of this funding. The proposed pocket park would be roughly one-third of an acre in size including the existing triangular median island. The project will include landscape, irrigation, park furnishings, concrete pathways, and street improvements.
On May 4, 2020, staff published a Request for Qualifications inviting consultants to submit for services on an “as needed” or “on call” basis for Facilities Management Projects. Provost & Prichard was selected as an “as needed” or “on call” Civil Engineering and Landscape Architecture Firm. Staff has negotiated a scope and fee with the selected consultant for the proposed project.
Staff recommends that the City Council approve the agreement with Provost and Prichard Consulting Group Inc. of Fresno California in the amount of $172,450 plus a contingency of $17,245 for the design of plans, cost estimates, general construction documents, bidding assistance and construction support for the Van Ness and Weldon Pocket Park Project; and allow the Public Works Director or designee to sign on behalf of the City. This agreement has been approved as to form by the City Attorney’s Office.
ENVIRONMENTAL FINDINGS
This is not a project as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines § 15378.
LOCAL PREFERENCE
Local preference was not implemented. Provost & Prichard Consulting Group Inc. is a local business.
FISCAL IMPACT
This project is funded by the General Fund and has been approved as part of PARCS FY21 budget.
