EXECUTIVE SUMMARY

The Fresno Metropolitan Flood Control District (FMFCD) is governed by a seven-member board. Pursuant to Section 73-5 of the Fresno Metropolitan Flood Control Act (Act), the legislative body of the City of Fresno shall appoint four members to the FMFCD Board, none of whom shall be public officials of the city.

BACKGROUND

The FMFCD is governed by a seven member Board of Directors. Pursuant to Section 73-5 of the Act, the legislative body of the City of Fresno shall make appointments to the FMFCD Board, none of whom shall be public officials of the city. The City of Fresno appoints four members, the Fresno County Board of Supervisors appoints two members, and the Clovis City Council appoints one member.

Each director serves a four-year term and may be reappointed for consecutive terms. All members of the FMFCD Board shall reside within the District. Pursuant to Section 73-6 of the Act, directors for whom the term of office has expired shall continue to serve as a member of the Board of Directors until the respective appointing body shall reappoint that director to a new term of office or shall appoint a new director. The City currently has the following members on the FMFCD Board:

? Kacey Auston was appointed in November 2017 with a term expiring on August 3, 2022.
? Lawrence Garcia was appointed in April 2020 with a term that expired on August 3, 2020.
? Ken Groom was appointed in November 1996 with a term that expired on August 3, 2020.
? Mike Rastegar was appointed in August 2005 with a term expiring on August 3...
