RECOMMENDATION

 

Staff recommends the City Council approve a three-year On-Call Land Surveying Service Agreement between the City of Fresno (City) and Blair, Church & Flynn Consulting Engineers, Inc. of Clovis, California, with a total not to exceed amount of $300,000, for land surveying services on Citywide infrastructure improvement projects and authorize the Director of Public Works or designee to execute the agreement on behalf of the City. 

 

EXECUTIVE SUMMARY

 

The Department of Public Works (DPW) Right of Way Section currently performs all Professional Land Surveying services including legal deed and exhibit preparation and property research to facilitate capital projects in DPW and other City departments. The current and projected level of services needed by the DPW Right of Way Section exceeds the capacity of the current staffing level. City staff proposes the use of on-call consultants to augment staff capacity, when needed, in order to meet critical project deadlines.

 

Upon approval and execution of the On-Call Land Surveying Service Agreement, projects will be identified and authorized in individual Task Orders on a time and material basis. The funding for these services will come from the allocated project funding sources for each individual task order. There is no guarantee, either expressed or implied, that the $300,000 amount will be authorized under the agreement.

 

BACKGROUND

 

On May 5, 2021, a Request for Qualifications (RFQ) was issued seeking Statements of Qualifications (SOQ) for “On-Call Land Surveying Services” for the City of Fresno Public Works Department.  Initial screening of consultant SOQs was based on categories including experience of the firm, education, and training of staff and subconsultants, understanding of applicable rules and regulations, and the proposed workplan to provide the services necessary.

 

Four consultants submitted SOQs.  A selection panel of four staff members from the Engineering Services, Right of Way and Construction Management Sections of the Department of Public Works scored and ranked the submitting firm’s SOQs based on the criteria above. All four firms were invited for an interview and delivered a prepared presentation.  The selection panel concluded all firms demonstrated above average experience and expertise and were qualified to provide the wide variety of Land Surveying Services required by the City. However, by the scoring of the interviews, Blair, Church & Flynn Consulting Engineers, Inc. scored higher than the others and was selected by the panel.

 

Upon approval by Council, City will enter into an On-Call Land Surveying Service Agreement with Blair, Church & Flynn Consulting Engineers, Inc.  As projects requiring land surveying services are identified, proposals will be requested from the Consultant on a project-by-project basis. The Contract Manager will determine if the proposal is consistent with the fee schedule and standard industry costs to determine if the proposal is feasible.  A written Notice to Proceed will be issued for each Project Task Order, if the determination of the Consultant proposal is feasible.

 

The Department of Public Works Right of Way Section performs all land surveying services to facilitate capital projects in DPW and other City departments. The City’s need for land surveying services exceeds the capacity of the current staffing level.

 

The City Attorney’s Office has reviewed and approved the attached Agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

The award of a consultant service contract is not a project for purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference does not apply because the services will include a large proportion of federal-aid projects. However, Blair, Church & Flynn is a local business with a branch office in Fresno County. 

 

FISCAL IMPACT

 

This Agreement has no impact to the General Fund and the Agreement will service locations in all Council Districts.  All funding necessary for the services of the proposed Agreement were and will be included in the current and future fiscal year adopted City budget.
