RECOMMENDATION

Staff recommends that City Council adopt a finding of Categorical Exemption, pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines, and authorize the Director of Aviation, or designee, to execute the new Airlines Operations Agreement (AOA) with ExpressJet Airlines LLC., at Fresno Yosemite International Airport (FAT), for a lease term of five years. Amount of anticipated annual revenue generated by agreement based on flight schedule is $300,000.

EXECUTIVE SUMMARY

ExpressJet is a Georgia-based airline that will commence commercial air service at FAT on November 10, 2021. Executing the AOA will provide the operational, financial, and legal framework for ExpressJet to operate at FAT. ExpressJet will have three (3) weekly scheduled flights to Reno, NV. This route serves as a new destination not previously serviced from FAT. As FAT's tenth airline, ExpressJet will provide additional travel opportunities for Fresno and the surrounding region.
