***RESOLUTION - Adopting the 25th amendment to the Annual Appropriation Resolution (AAR) No. 2021-178 appropriating $110,000 for the Transformative Climate Communities (TCC) grant projects (Requires 5 Affirmative Votes)(Subject to Mayor’s Veto).

Staff recommends that Council adopt the 25th amendment to AAR No. 2021-178 appropriating $110,000 for the Transformative Climate Communities grant projects.
EXECUTIVE SUMMARY
On February 28, 2019, the City Council unanimously voted to approve a Master Grant Agreement (MGA) with the Strategic Growth Council (SGC) for the TCC grant award. All Partner agreements have been executed and projects are underway as a part of Transform Fresno. Additional funding appropriations for the Workforce Development Plan Administration project is needed to complete the full allocation of TCC grant funding. This project will consist of workforce needs assessment, analysis of workforce opportunities and development of a strategic action plan per grant requirements. Funding will also purchase workforce development software to aid in the data collection and track progress.
BACKGROUND
The Transform Fresno Plan was created by a participatory steering committee comprised of community stakeholders from the Chinatown, Downtown and Southwest Fresno neighborhoods. All projects were approved by this committee prior to submitting the grant application to SGC. On February 28, 2019, the City Council unanimously approved the MGA which binds the City of Fresno (City) and SGC with the understanding that Sub-Recipient Agreements between the City and Partners who will be receiving funds to implement components of the Transform Fresno Plan would be brought forward for subsequent Council consideration as they meet the required SGC readiness thresholds and receive a notice to proceed from SGC. All project agreements have been approved by Council and are currently being implemented in the Transform Fresno project area. Additional appropriations are needed to complete the full allocation of TCC grant funding. This last piece includes the project outlined below.
Workforce Development - Administration
The City will work with a workforce development consultant to conduct an economic analysis of workforce opportunities, evaluate existing workforce development programs and gaps, and synthesize findings and recommendations into a TCC Workforce Development Strategic Plan and Operational Plan. The Plan will include executable strategies that incorporate feedback from industry, higher-ed institutions, non-profits and local government, while strengthening alignment with workforce providers. To align the Plan with TCC’s goals and State priorities, the analysis will focus on workforce development opportunities for greenhouse-gas reducing careers and industry sectors.

LOCAL PREFERENCE
Local preference was not considered based upon conditions of state funding.
FISCAL IMPACT
There is no impact to the General Fund. Funding for Transform Fresno Plan projects will be distributed on a reimbursement basis.
