Approve a First Amendment to the Agreement with Turning Point of Central California, Inc., for triage center services provided under the Homeless Housing, Assistance, and Prevention (HHAP) program at the Journey Home Triage Center to extend the term of the agreement through December 31, 2022, with no increase in the contract amount.

RECOMMENDATION
Staff recommends the City Council approve the First Amendment to the homeless services agreement with Turning Point of Central California (Turning Point) to extend the term of the agreement through December 31, 2022, and authorize the City Manager to sign all implementing agreements.
EXECUTIVE SUMMARY
The City of Fresno (City) entered into an agreement with Turning Point to provide homeless services at Journey Home Triage Center (formerly Welcome Inn) using HHAP funds. The amendment will allow the homeless services provided at this location to continue through December 31, 2022, at no additional cost to the City.
BACKGROUND
In February 2020, the City was awarded HHAP funding in the amount of $6,158,246.18 from the California Homeless Coordinating and Financing Council to address homelessness and has received $2,911,171 in additional HHAP dollars through a second allocation in September 2021. On June 24, 2021, Council approved a 12-month agreement with Turning Point to award $500,000 in HHAP funds for the operation of the Journey Home Triage Center, an 80-bed facility, from January 01, 2021, through December 31, 2021.
