RECOMMENDATIONS

 

Staff recommends that City Council approve consultant services agreements with Bay Area Coating Consultants, Inc. (BACC) and Coating Specialists and Inspection Services, Inc. (CSI), in an amount not to exceed $250,000 each, to provide coating inspection services for Department of Public Utilities infrastructure on an as-needed basis; and authorize the Director of Public Utilities, or designee, to sign the agreements on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities (DPU) maintains a significant amount of infrastructure that requires ongoing maintenance and repairs.  The approval of the subject consultant services agreements will ensure expert support services are on hand to oversee the proper application of protective coatings by construction contractors. A publicly advertised solicitation resulted in the selection of BACC and CSI for the services in an amount not to exceed $250,000 for each firm, for a period of three years.

 

BACKGROUND

 

DPU owns and maintains a significant amount of infrastructure that requires regular coating inspections and repairs. This infrastructure includes, but is not limited to, sewer main access structures, sewer lift stations, wastewater sludge digesters, potable water wellhead treatment vessels, potable and non-potable water storage tanks, as well as, as variety of conveyance pipelines.

 

The purpose of these agreements is to establish two consultants to provide coating inspection support services, on an as needed basis, for citywide DPU infrastructure over a period of three years.  Services include the assessment of existing coating conditions, rehabilitation recommendations, and inspections to ensure construction contractor’s compliance with industry standards and the construction documents.

 

In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19 (AO 6-19), the Department of Public Utilities conducted a competitive process to select consultants to provide inspection services.  A Request for Qualifications (RFQ) was advertised in the Business Journal on August 4, 2021, inviting Statement of Qualifications (SOQ) packages for conducting coating inspection services. The SOQ packages were reviewed and two firms were selected. DPU has determined that BACC and CSI meet the necessary qualifications to perform coating inspection support services outlined in the RFQ.

 

The Department of Public Utilities is requesting the approval of consultant services agreements with BACC and CSI for an amount not to exceed $250,000 for each firm.  Standardized consultant services agreements have been used in accordance with Administrative Order 4-4, and the consultant’s Certificates of Insurance have been approved by the City’s Risk Management Division.  Upon approval by the City Council, the agreements will be executed by the Director of Public Utilities, or his designee.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of these consultant services agreements is not a project.

 

LOCAL PREFERENCE

 

Local preference pursuant to the Fresno Municipal Code Section 4-109(b) was not implemented as no local consultants responded to the RFQ.  

 

FISCAL IMPACT

 

There is no impact to the General Fund.  Funding for the consultant services agreements will be included in the budget allocation for each Capital Improvement Project that is to make use of these services.
