RECOMMENDATION

 

Staff recommends that Council approve the First Amendment to Agreement with Provost & Pritchard Consulting Group in the amount of $22,700 for the Van Ness and Weldon Pocket Park project and authorize the Public Works Director or his designee to sign and execute the standard approved to form first amendment on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The Van Ness & Weldon Pocket Park Project has been deemed a priority project, therefore expediting the construction of the park is paramount.  This First Amendment to Agreement facilitates moving forward with the street improvements while finalizing the park amenities and design parameters, therefore affording a construction process that begins earlier and should complete as expeditiously as possible.

 

BACKGROUND

 

The park-site is located on the northeast corner of Van Ness Avenue and West Weldon Avenue. During the FY2021 budget deliberations, the Council appropriated $5 million to the PARCS Department and further directed that the Van Ness and Weldon project was a priority for use of this funding.  The proposed pocket park will be roughly one-third of an acre in size including the existing triangular median island.  The project will include landscape, irrigation, park furnishings, concrete pathways, and street improvement.

 

On April 22, 2021, Council approved an agreement with Provost & Pritchard Consulting Group of Clovis, CA in the amount of $172,450 plus a contingency of $17,245 for the design and preparation of construction documents for the Van Ness and Weldon Pocket Park project.  The schematic design has been completed and a decision was made to move the project forward in a most expeditious way by developing two separate bid packages, with the first bid package containing all the street improvement work including the median island reconfigurations, new curb, gutter and covered swale along with all required paving modifications. The street improvements will be ready to advertise for bids in early 2022 while the park amenities design is still being finalized and going through the approval process.

 

Staff recommends that Council approve the First Amendment to Agreement with Provost & Pritchard Consulting Group Inc. of Clovis, California in the amount of $22,700 for a total contract price of $195,190 with a contingency amount of $17,245 for the preparation of two separate bid packages including plans, specifications, and probable construction cost estimates for the Van Ness and Weldon Pocket Park Project; and allow the Public Works Director or designee to sign on behalf of the City.  This First Amendment to Agreement has been approved as to form by the City Attorney’s Office.

 

ENVIRONMENTAL FINDINGS

 

This is not a project as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines § 15378.

 

LOCAL PREFERENCE

 

Local preference was not implemented. Provost & Pritchard Consulting Group Inc. is a local business.

 

FISCAL IMPACT

 

This capital improvement project is funded by FY21 General Fund and FY22 Measure P appropriations as part of the adopted budget for the PARCS Department. The recommended action will have no impact on the General Fund.
