RECOMMENDATIONS

 

Staff recommends the City Council adopt a finding of Categorical Exemption pursuant to Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures) of the California Environmental Quality Act (CEQA) guidelines, award a construction contract with PTM General Engineering Services, Inc., of Riverside, California, in the amount of $209,009 as the lowest responsive and responsible bidder for the Peach Avenue and McKenzie Trail High Intensity Activated Crosswalk (HAWK) Project, and authorize the Public Works Director, or designee, to sign the construction contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The proposed Peach Avenue and McKenzie Trail HAWK Project will enhance safety for cyclists and pedestrians using the McKenzie Trail and crossing Peach Avenue. The scope of work proposed with this project includes the construction of a new HAWK pedestrian signal and associated improvements to the roadway signage and striping. The project is funded primarily with a State Active Transportation Program (ATP) grant with matching local funds through the Measure C Trails fund.

 

BACKGROUND

 

The design phase of the project was initiated in FY20 when the City was awarded funding through the State of California’s Active Transportation Program (ATP) grant program. These grant funds were obligated, and the project was budgeted in the FY 20 Capital Budget adopted by City Council. The design phase commenced following Council approval and preliminary engineering design and project management took approximately two years.

 

The scope of the project includes the installation of a High Intensity Activated Crosswalk along the McKenzie Trail where it crosses Peach Avenue with minor modifications to the existing roadway signing and striping to better present a pedestrian crossing Peach Avenue. These proposed improvements will create a positive impact for all trail users by enhancing the safety of this trail crossing at a major street. Public Works staff performed all necessary survey and engineering work and prepared the construction documents for the project.

 

A Notice Inviting Bids was published in the Fresno Business Journal on September 13, 2021, posted on the City’s website, and distributed to 11 building exchanges. The specifications were distributed to 21 prospective bidders. Two (2) sealed bid proposals were received and opened in a public bid opening on October 12, 2021, with bids ranging of $209,009 and $389,178. PTM General Engineering Services, Inc., submitted the apparent low bid in the amount of $209,009 and was determined to be the lowest responsive and responsible bidder for the project. The bid will expire on December 15, 2021. If the bid is rejected or expires, the project must be rebid resulting in a delay of approximately 90 days.

 

Staff recommends Council award a construction contract with PTM General Engineering Services, Inc., in the amount of $209,009 for the Peach Avenue and McKenzie Trail HAWK Project as the lowest responsive and responsible bidder and authorize the Public Works Director, or designee, to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff performed an environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301 (Existing Facilities), which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use, and Section 15303 (New Construction of Small Structures), which exempts projects consisting of construction and location of limited numbers of new small facilities or structures and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. These exemptions apply because this project involves only the construction of a HAWK pedestrian traffic signal, including limited reconstruction of existing sidewalks and accessible ramp repairs, none of which involves the expansion of the roadway. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

The local preference was not implemented because the project is state funded.

 

FISCAL IMPACT

 

The Peach Avenue and McKenzie Trail HAWK Project is located in Council District 7. The overall cost of the project is $332,809 and is funded by a State of California ATP grant.  The required local match is provided with local Measure C Trails funds. Of the overall budget for the project, $209,009 will be used for the construction contract award. The project will have no impact to the General Fund.
